А что не так то? Написано же - секьюрити релиз. Кто то нашёл дыры, кто то заделал их - вот и новый билд.
Я так понял, что изменений очень мало и старая русификация (от 1.5.20) работает без проблем. Можно накатить обновление на русифицированный вариант Joomla 1.5.20. А можно новый англоязычный пакет русифицировать русификатором от 1.5.20
